Start with the capacity allocated to the proposed suite, not the number of sockets or the presence of a meter. Request the relevant single-line diagram, the stated capacity and the boundary of responsibility between the building and tenant.
Uzbekistan’s Ministry of Energy states that an applicant seeking a grid connection specifies the requested capacity and a reliability category of I, II or III. A prospective tenant can therefore ask the owner for the technical connection documents and establish which category applies to the building. The presence of a generator alone does not establish that category.
During the inspection, determine:
Prepare an equipment schedule. Multiply each device’s rated demand by its expected simultaneous use, then allow for planned team growth. A qualified specialist should review both the calculation and the board. If capacity is insufficient, obtain a written upgrade plan identifying the responsible party, deadline and cost before signing.
A comfortable empty room says little about conditions when people and equipment occupy the office. Ask how many workstations the ventilation design allows for in the suite. Request the zoning diagram, operating schedule, maintenance log and latest inspection record.
Treat outdoor-air supply, air extraction and temperature control as separate functions. A wall-mounted air conditioner can cool a room without supplying fresh air. An opening window does not demonstrate that a meeting room will remain adequately ventilated during a full meeting.
Return on a working day when neighbouring suites are occupied. Check temperature and airflow deep inside the floorplate, in meeting rooms and beside the façade. Listen for plant noise. Ask whether cooling operates outside standard hours and what extended operation costs. Confirm the winter heating arrangement and the incident procedure for a leaking fan-coil or indoor unit.
Dense seating, a server room or new partitions may require changes to the system. Obtain approval before signing and allocate the cost of design, balancing and ongoing maintenance.
A provider’s name does not confirm the physical cable route. Request the list of operators available in the building, their entry points, the location permitted for tenant equipment and the rules for extending a connection to the suite.
For a connectivity-dependent company, two service contracts do not necessarily provide two independent links. Ask the providers to confirm their entry routes in writing: both cables may pass through the same duct or riser. Test a wired connection at an agreed time before moving, assessing stability and fault-response arrangements as well as headline speed.
Test access control as a user. Issue a sample card, pass through the turnstile, call a lift to the required floor and unlock the suite. Then model a client visit, courier arrival, lost card and evacuation. Establish who owns access logs, how long they are kept and who can obtain them. The arrangement should match the company’s information-security policy.
Uzbekistan’s Fire Safety Law sets duties for organisations and individuals and allows responsibilities in leased premises to be allocated through the lease. “The business centre handles fire safety” is therefore too vague. Attach a responsibility matrix stating who maintains alarms and suppression equipment, conducts instruction, provides extinguishers inside the suite and remedies issues created by layout changes.
Ask to see current system-maintenance records. Walk from a workstation to the external safe area. Doors, turnstiles, furniture and stored boxes must not obstruct the route in practice. Do not activate alarms or equipment yourself; an authorised building representative should arrange any test.
Assess lifts during the morning arrival and lunch peaks. Record how many cars are operational, whether they serve the required floor after normal hours and what happens during maintenance. On a high floor, reduced lift capacity affects staff punctuality and the ability to receive visitors, not merely comfort.
Uzbek legislation on the rights of persons with disabilities requires conditions for unobstructed access to public and production buildings. Test the whole route: from the pavement or parking space through the entrance and turnstile to the lift, office and accessible toilet. A ramp at the entrance alone does not establish an accessible journey.
Break “24/7” down into individual services. Staff may enter at night while clients require advance registration; parking gates may close; reception and HVAC may keep separate hours.
Obtain the written building rules and verify:
Observe vehicle access when the team would normally arrive. Ask what happens when the car park is full and whether an allocated space can be shared between employees’ vehicles.
Do not force every check into a brief initial viewing. Use the first visit to shortlist, the second for a technical inspection under normal building load, and a third to test agreed systems and record condition before handover.

Attach the technical data sheet, access rules, parking plan and a photographed handover report to the lease. Verbal promises about a future generator, another provider or extended HVAC hours should become dated obligations with a named responsible party and a consequence for delay. An owner’s reluctance to disclose records does not prove a defect, but it leaves uncertainty with the tenant. Resolve that uncertainty before the transaction or treat it explicitly as a decision risk.
