A list of installed systems is not enough. Here is how to document the condition of lifts, power, HVAC, fire protection and access before leasing an office. The office is ready for a viewing: the turnstiles work, the lobby is quiet, and the manager points to the lifts while promising backup power, fast internet and 24/7 access. The gap appears later, when the prospective tenant asks for the latest lift inspection report, a list of circuits supported by the generator or the written procedure for entering at night. Some of the promises exist only in the presentation. Current office listings in Tashkent regularly advertise round-the-clock access, parking, security, climate systems and high-speed lifts. These are useful screening criteria. A lease decision needs evidence: the document, the on-site demonstration and the contractual obligation should describe the same service. A missing level does not automatically mean the system is defective. It identifies a risk that the tenant cannot yet assess.
From 1 July 2026, Uzbekistan applies the lift inspection procedure approved by Cabinet of Ministers Resolution No. 431. A building owner must ensure that every installed lift is inspected at least once every twelve months. Lifts in continuous use undergo a mandatory periodic inspection by a specialised organisation, and the results are formally recorded in a dedicated electronic system.
A prospective tenant should request the latest report for the lifts serving the chosen floor, the next inspection date, details of the maintenance organisation and evidence that identified non-conformities were resolved. The rules do not grant every prospective tenant an unconditional right to a copy of every record. If disclosure matters, agree before paying a deposit that the landlord or management company will show the report or provide a certified extract.
A safety inspection does not answer the daily congestion question. Visit around the building’s normal start time, walk from the entrance to the office, measure the wait and note how many cabins actually serve the relevant group of floors. If several floors remain vacant, today’s short wait may understate future demand.
Do not ask a manager to stop a lift or initiate an emergency mode. A tenant’s screening exercise is not a substitute for a professional technical inspection.
An office needs information about the capacity available inside its own block, not a headline figure for the whole building. Request the permitted load, reliability category, the relevant single-line diagram and the document defining responsibility for the electrical installations. If full diagrams cannot be disclosed for security reasons, ask for a certified extract showing the selected block’s parameters and maintenance boundary.
List critical loads: workstations, servers, access control, communications, lighting and server-room cooling. Compare their combined rated demand with the available limit while allowing for starting loads and expected growth. A qualified specialist should perform the design calculation for a technically complex office.
Check the generator and uninterruptible power supply separately. Establish:
Connection conditions and a responsibility-boundary document do not prove that the generator will transfer the load successfully. Ask for maintenance records and a demonstration conducted by the management company’s specialists under its approved procedure.
An air conditioner cools the room, but it does not by itself establish that outdoor air is supplied. Ask to see the ventilation and cooling zone, available controls, operating schedule and the maintenance arrangements for equipment inside the office. Observe normal operation when the building is occupied, not only in an empty room early in the day.
If the team works evenings or weekends, confirm separately whether HVAC continues to operate and whether an extra charge applies. A server room needs its own cooling regime and a clear responsibility boundary because the building’s central system may stop on a schedule.
For water and drainage, inspect the actual wet points, record accessible meter readings and establish who responds to leaks inside the block and on common risers. Tenants should not open engineering cabinets or service hatches themselves.
Internet availability must be confirmed for the exact suite. Request the available carriers, entry point, cable-routing conditions, contractor access procedure and the option for an independent backup connection. A provider’s name in a brochure does not confirm that the selected office can be connected by the required date.
Round-the-clock access must apply to the working route from the site boundary to the office door, not merely to a turnstile. Test it in at least four roles:
For each role, record the vehicle entrance or drop-off, parking, reception registration, turnstile passage, lift call, floor access and exit after normal hours. Ask about public holidays, replacement of a lost card, guest registration lead time and the duty-service contact.
If the office receives clients, repeat the route in the evening when reception may be closed. Parking also needs precision: the allocated space or zone, access hours, visitor allowance and entry rules should be written down. Listings in the Tashkent commercial property section can support initial screening, but every building’s internal access regime needs its own test.
Uzbekistan’s Fire Safety Law requires organisations to keep the fire-protection systems under their control in working condition. Responsibilities must therefore be divided in a business centre: the management company deals with the agreed common systems, while the tenant handles activities and equipment within its contractual area of responsibility.
Request maintenance information for the alarm and notification systems, the name or role of the responsible person and the procedure for reporting a defect. Walk the available exit route with a building representative without blocking doors or activating an alarm. A lift used for normal daily travel must not automatically be treated as an evacuation route.
Article 23 of the Law on the Rights of Persons with Disabilities requires conditions for unimpeded access to public and industrial buildings and accessible use of lifts. Test a continuous route: drop-off point, entrance, accessible gate or door leaf, lift lobby, cabin, floor, office door and sanitary facility. A single ramp at the entrance does not establish that the whole route is accessible.

Mark every row as ‘confirmed’, ‘confirmed subject to a condition’ or ‘not confirmed’. This makes competing offices comparable under the same method instead of rewarding the listing with the longest amenities list.
The lease or technical schedule should identify the suite, available power, HVAC zones, system operating hours, access procedure, parking rights, service-request channels and responsibility boundaries. Every critical promise needs a measurable parameter or an attached record.
The handover document should record the observed condition of the systems, accessible meter readings, the number of keys and cards, outstanding defects and the deadline for another check. A statement that the tenant has no objections is unsuitable when the lift report, carrier connection or evening access test remains outstanding.
Separately compare the premises and owner with a current extract from the state register through my.gov.uz. Working engineering systems do not replace cadastral due diligence, and a cadastral extract does not prove that equipment works. The lease decision becomes defensible only when the property, systems and contract all describe the same office.
